Recently, the Central Cyberspace Administration issued the "National Informatization 15th Five-Year Plan." This is not just an ordinary work document but a general task sheet for China's digital economy, computing power infrastructure, and frontier technology layout over the next five years.
If you only look at the headline, it's easy to think it's "another macro plan"; But if you break it down into industry clues, it actually rearranges cutting-edge areas like AI, computing power, communications, robotics, and brain-computer interfaces.
What information does it have? KingTai explains it for you.
|The goal for 2030: not just faster internet speeds, but a comprehensive upgrade in "digital intelligence."
The plan clearly states that by 2030, China's informatization will make significant progress: the new generation communication network will be fully built, 6G commercial deployment will be launched in due time, the national blockchain network will be basically completed, the intelligent internet will accelerate its deployment, and a three-dimensional network system covering land, sea, air, and space will be basically formed.
There are two key changes worth noting here:
From "digitalization" to "digital intelligence": no longer just moving business online, but deeply embedding AI, data, and computing power into production, governance, and life scenarios. From "connectivity" to "intelligent connectivity": 5G addresses "connectability," while 6G and computing networks aim to "connect smartly, calculate promptly, and use safely."
At the same time, the plan also proposes that by 2030, the penetration rate of new-generation smart terminals and agents should be raised to over 90%, and the added value of core digital economy industries should account for 12.5% of GDP.
This means that AI terminals, intelligent agents, and the industrial internet will move from the concept stage to a more intensive implementation phase.
| The computing power network is the foundation: computing power, electricity, and network must coordinate the "three networks"
One of the core infrastructure directions in this plan is the nationwide integrated computing power network. It is not simply about building multiple data centers, but about coordinating general-purpose computing power, intelligent computing power, and supercomputing power, and promoting the coordinated development of computing power, electricity, and networks.
工信部此前发布的《信息通信行业“十五五”规划》已经给出更具体的量化目标:到2030年智能算力规模要达到9800 EFLOPS,较2025年增长超过5倍。
这背后对应的是一条很长的产业链:
Upstream: AI chips, servers, storage, optical modules, liquid cooling, power supply and distribution; Midstream: operators, cloud providers, IDCs, computing power scheduling platforms; Downstream: large model training and inference, industry AI applications, agents, embodied intelligence.
More noteworthy is that the plan also mentions exploring space computing power, building a national blockchain network, and steadily constructing data circulation infrastructure.
In other words, future computing power will no longer just be confined to data centers; it will also extend to satellite internet, data element circulation, and value internet.
| Hard Technology Main Theme: AI chips, humanoid robots, and brain-computer interfaces are clearly named
The plan is very straightforward in terms of technical layout: to develop high-performance artificial intelligence chips and highly available foundational software stacks, develop embodied intelligence technologies such as humanoid robots, advance the research and application of brain-computer interface systems, and accelerate the research and development of cutting-edge technologies such as quantum computing, quantum communication, and quantum precision measurement.
These threads basically correspond to the toughest tech directions for the next five years:

Previously, the Ministry of Industry and Information Technology also listed 6G as a top priority in the 15th Five-Year Plan, and clarified that embodied intelligence, brain-computer interfaces, quantum technology, and 6G are key areas for future industry cultivation. This means they are not short-term hype themes, but rather medium- to long-term main themes supported by policy, capital, and scenarios.
The plan also proposes to promote orderly expansion of openness in fields such as telecommunications and the internet, increase the opening up of the software and information service industries, improve the convenience of digital services for foreign nationals entering the country, and support internet information enterprises in steadily and orderly expanding overseas business.
This is a positive signal for internet platforms, software services, digital trade, and cross-border data services. At the same time, cybersecurity and data security, anti-quantum cryptography, and cross-border data flow rules have also been repeatedly emphasized.
In the future, going global will not be "wild growth," but companies with strong compliance capabilities will find it easier to secure overseas orders.
Kingtech Perspective | Seeking certainty along the path of "computing power—model—terminal—scenario."
Given the current market, such planning usually first drives infrastructure and hardware chains, then gradually translates into applications and business models. For investors, it is even more important to distinguish between "short-term sentiment" and "mid-term cash-out."
1. Prioritize the cash-out rate of the hash chain
Computing power networks, AI chips, servers, optical interconnection, liquid cooling, and telecom intelligent computing services are the areas where orders and capital expenditures are relatively easier to see.
2. Focus on the industrialization nodes of humanoid robots and brain-computer interfaces
These two directions are highly elastic, but their commercialization paces are different. Humanoid robots are closer to industrial scenarios, while brain-computer interfaces are still in the early stages, making them more suitable for participation using a "small position + long-term tracking" approach.
3. 6G should not chase concepts; focus on trials and standard progress
6G commercialization will not be expected to start until around 2030; currently, the focus is on satellite internet, 10-gigabit optical networks, 5G-A, and communication equipment chains.
4. On the application side, look for scenarios where you can "charge for payment."
Industrial internet, AI+manufacturing, intelligent connected vehicles, digital government, and data element operations are more worth tracking than purely story-driven AI applications.
The 15th Five-Year Informatization Plan is not about reintroducing old technology, but about paving a longer and more stable track for AI, computing power, robotics, 6G, and brain-computer interfaces. In the short term, focus on computing power infrastructure; in the medium term, embodied intelligence and terminal AI; and in the long term, focus on 6G, quantum technology, and brain-computer interfaces.
